The payment plan is subject to the completion of the phases of construction of the Liwan villas. The buyer settles the first payment (10% upon contract signage), after which payments will be made subject to completion of construction stages. Whenever a construction stage is completed, the buyer is responsible for a new payment. The last payment will be settled upon the final delivery of the unit. The payment plan is as follows:

The credibility of the Developers coupled with the achievements of the members of the Board of Directors form the first guarantee for the buyers followed by the following guarantees:

  • The Payment Plan is connected to the work progress of the construction. The advance payment shall be deposited in a joint account with Dhi Qar Investment Commission to ensure its disbursement on the project while the rest of the payments are linked to the completion of the actual work on the villa.

  • A preliminary registration certificate issued by the Department of Real Estate Registration in the Governorate of Dhi Qar remains valid until the buyer receives the ownership deed upon the completion of construction. 

  • A certificate will be issued by the Consultant upon the completion of every stage of the construction, enclosed with the invoice of every payment.

  • A visit to the site location could be arranged for the buyer in order to witness the work progress with prior appointment.
  • A sales and purchasing agreement authorised by Dhi Qar Investment Commission to guarantee the rights of the buyers.

  • Dhi Qar Investment Commission endorses Liwan governing project with blessing and patronage and the Governor of Dhi Qar strongly supports the Liwan project. 

  • There is a permanent sales centre for Liwan project in Nasiriyah where buyers can always communicate with the management of the company.

The construction of Liwan Sales Centre has already completed at Al Rayat intersection, in Al Shamiyah. Construction on the villas commenced on February 2013, this includes the model villas and phase 1 of Liwan.

Residential villas of phase 1 will be completed in 24 to 30 months from the start of construction.  As for the complete project, construction is expected to be complete by the middle of 2018.

Comfort provisions include numerous facilities, in addition to the infrastructure and utility services (electricity, sewage and treatment stations, high speed Internet connections). In order to keep the unit in good condition, maintenance fees are imposed on all the owners proportionately.  Although, some of the details were mentioned in the “Purchase Contract” in addition to the “Rules and Regulations of the Estate”, the fees will be determined from actual costs with an addition of 15% as administrative fees.  Those costs and fees will be examined by an appointed international auditing company in order to secure transparency.

Until the final completion of the project, the developer will be in charge of the management of the properties.  After the handover, a company appointed by the developer will take over management of the services in Liwan from that point onwards.

The deed will be handed over after the completion of the individual units and after the full payment of that unit has been made by the buyer. Till then, the buyer will obtain a preliminary registration certificate issued by the Department of Real Estate Registration.

The whole project is expected to be fully completed within 5 to 6 years.

In Iraq: the amount should be deposited in one of the bank accounts of the developer.  A deposit slip should be presented as proof of payment.

Outside Iraq: the amount should be transferred to the bank account in Dubai, UAE, and a transfer slip should be presented as proof of payment.

The Developer will provide insurance coverage for all the residential units until they are handed over to the owners. Afterwards, the company managing the properties will provide the insurance coverage on behalf of the owners.
